LRA to issue VAT-11 certificates online

MASERU-THE Lesotho Revenue Authority (LRA) on Tuesday launched a programme to begin issuing VAT-11 certificates online.
The certificate is issued after one has paid taxes for your imported vehicle.
The LRA’s Commissioner for Client Services, Mosuoe Mapetla, said the arrangement is meant to make services easily accessible to clients especially during this Covid-19 pandemic.

“The accessibility of the VAT-11 form on our website will improve customer experience significantly,” Mapetla said.
“They will no longer have to queue at our offices to get and submit the form.”

Thabo Khasipe, the Commissioner General, said it previously took two days for their clients to get everything done when seeking assistance with VAT-11 certificates.
“This is the form that is usually requested by traffic as proof that the VAT upon entry for the vehicle was paid. It is also necessary in the sale of ‘registrable’ goods,” Khasipe said.

Khasipe added that the old manual system was not only inconveniencing clients but was also costly for the LRA, contributing significantly to the high cost of tax collection.
“It is our strategy to become a service-oriented institution serving clients wherever they are within a short period,” he said.

“The automation of VAT-11 means that clients will no longer come to our premises and queue, they can get all assistance needed in the comfort of their homes or workplaces.”
“In this way they will be saving on cost related to frequenting our premises and we will be saving costs associated with printing the forms.”

An estimated M5 million of the LRA’s budget, he said, was used to print VAT-11 forms and tax clearances annually.
This time the resources will be redirected towards other needs as well as ensuring that the Information Communication Technologies (ICT) and experts are always efficient and effective in order to deliver quality services to clients.

Mahlapane Rakuoane, the LRA’s IT expert, said the forms can be found on the LRA’S website.
“Where clients get stuck, they can call us and they will be assisted but we have simplified the process so that it does not frustrate clients,” Rakuoane said.
